At the Ford dealer I worked at we sprayed rust proofing which was black like tar.
It was a painless dead repair guy that didn't know how to do his job right
Seems like rubber coating or any solid like wax would eventually delaminate and allow moisture in and trap it. Very destructive situation.
Mine are there because i got a new drill and like drilling holes everywhere for seemingly no reason.

Idk of its true on older vehichles but cars made in the factory have jigs made for fast assembly amd the wholes correspend to mounting points for the jig.
My staion wagon back in the day had a lot of random holes appear out of nowhere after i let a friend drive it over into Mexico. Some of them had lead in them. Very mysterious….
