Just add a trashbag or bin depending on the size of the car for any paper trash and small junk. If any trash gets dropped outside the bin then make the one accountable clean it and have em be on trash duty for the car for a reasonable time. If say you have mc donalds then just use the mcdonalds bag and the bin to store all the trash if the bin cant hold it. Now your car's clean.
