India banns those modified cars that other countries don't because, the behavior of the Indian people in accordance to those modifications is just terrorizing. Indian people are a bit immoral and careless at the same time, so the government of India just don't wana take any freaking risk. Talking about foreign people, most people are morally educated and civilized at the same time. They know how to have proper-safe traffic behavior. In fact, the modifications' ratios are pretty low (compared if India allows modifications), so it's not a big deal and causes a lot of harm overall. The foreign government doesn't need to worry a lot about their people
